Regional Conference on Innovations in Road Financing and Management

Developing countries depend on traditional sources of revenue for road financing particularly general Government Budgets and the fuel levy. Unfortunately, funding for road construction and maintenance is inadequate as well as not sustainable. In addressing this challenge, a number of other alternative sources of funding are being sought to ensure financing of road construction and maintenance is implemented in a sustainable way. On road management, Road implementing agencies are facing a number of challenges including their institutional set ups, inadequacies in planning and procurement, inadequate absorption capacities, rising costs of road maintenance and development works, most of the road networks are unpaved and its maintenance is not sustainable, overloading, and poor quality of works done. It is clear that existing approaches for managing the road network are unsustainable and thus there is a need to change and move along a different growth pathway that is driven by a range of economic, social and environmental challenges, including poverty alleviation, climate change, congestion, and the provision of basic mobility among others. Realising this fact, the Roads Fund Board is organising this International Conference on Innovations in Road Financing and Management to commemorate 10 years since it was established. The conference has been designed to gather global expertise to focus on regional challenges in financing and managing the road sector.
