UGANDA NATIONAL FORUM GROUP
As one of the longer standing National Forum Groups in Africa the Uganda Transport Forum Group (U-TFG) held a consultative brainstorming workshop in March 2008. The workshop was attended by 19 stakeholders drawn from among others, the Ministries of Transport and Works, Finance and Planning, Injury Control Centre, Sasakawa Global 2000 and Uganda Transport Forum. IFRTD's East and Southern Africa Regional Coordinator was also present. The main objective of these consultations was to find agreement among stakeholders on strategic priorities for the next 2-3 years and tto align these priorities with the IFRTD strategy 2007-2011.
The following strategic priorities were identified:
[i] Transport and Poverty issues: This was unanimously adopted to be the core of the Forum’s work in Uganda. A representative from the Ministry of Finance and Planning confirmed that there is a high demand knowledge that would help prioritise actions that would strengthen the contribution of transport to poverty reduction. In particular, there is need to show concrete examples of where and how transport interventions have made a contribution to poverty reduction.
[ii] Need to improve the quality of advocacy
It was noted that advocacy has become very competitive. There are very many platforms and messages competing to influence the development agenda. Recognising the limitation that TFG does not have full time capacity, it is important that TFG becomes more targeted with the messages and audiences. The following opportunities were identified:
- Explore possibility of organising regular discussion forums on topical matters of interest. This could be in the form of a quarterly evening discussion on a selected topic.
- A regular newsletter that is properly targeted in terms of content and audience. This could be based on the results of the quarterly discussion forum
[iii] Regenerating Membership
This generated an enthusiastic discussion. The general conclusion was that whereas it is desirable to expand the membership, the overriding consideration should be the quality of participation and dedication to the ideals of the forum. Four parameters were identified as being crucial to development of membership:
- Identification of new membership on how they are able to advance U-TFG agenda
- Recruitment of institutional members whose agenda you want to leverage and influence.
- Ensuring that there is a mechanism for keeping members engaged
- Strive for gender balanced membership.
A strong recommendation here was that U-TFG should let membership development become more an outcome of the impact of its work rather than an activity in itself.
